All of the records contained in OTIS are for prisoners and parolees who are CURRENTLY under the jurisdiction of the MDOC, as well as those serving a prison sentence but who are out on writ.

OTIS does NOT contain: Information that is exempt under the Michigan Freedom of Information Act. Information about anyone who has been arrested and convicted but not yet sentenced. Information about prisoners in county jails or city lockups, or about offenders who were sentenced to jail only. Jails are operated by counties.
